Bianca Montrosse-Moorhead

External Evaluator


Bianca Montrosse-Moorhead, Ph.D., has been in the evaluation field for over 20 years. Dr. Montrosse-Moorhead is an associate professor and director of online learning for the research methods, measurement, and evaluation program at the University of Connecticut (UConn). She currently directs the Partnership for Evaluation and Educational Research (UConn PEER), a high-profile evaluation lab. Under her leadership, since its inception in August 2013, the UConn PEER has secured over $18 million dollars in research and evaluation projects. A portion of this applied evaluation work has been focused on special education personnel preparation. She is a former OSEP-funded pre-doctoral fellow and was the lead methodologist on the Special Education Faculty Needs Assessment project, an OSEP-funded needs assessment on the nation’s capacity to produce a sufficient supply of qualified special education teachers and faculty, and the current state of special education training.
