Value-based Insurance Design (VBID) offers financial incentives to encourage patients to seek comprehensive healthcare services which promote prevention, early detection and treatment of diseases.
This measure estimated the percent of individuals who participated in VBID. The goal of SIM was to increase the number of individuals covered by VBID insurance plans.
In 2017, 26.0% of adult Connecticut residents were covered by a health insurance plan with VBID. The percentage rose to 28.7% in 2018; however, the number of individuals with VBID coverage was more than 20% below the target goal for all three years of the CT SIM implementation period (2016-2018).
